Rain. The map shows we've had a little over an inch of rain in the past three days. Winter and spring were dry, now it's wet; the meteorologists look at the end of the year and by that time it's averaged out and so nothing seems amiss.

EDIT: News today said the area has had over 7" of rain this July, about twice the average for the entire month.
